WASHINGTON (A nationwide survey of the quality of graduate education indicates that the University of California at Berkeley "is the best balanced distinguished' university in the country," the American Council on Education reported yesterday.
If engineering had been omitted from the survey, however, Harvard clearly would have emerged as first, the report said. Harvard was rated as weaker than some other schools in engineering.
BERKELEY appeared among the leading group in five general categories-humanities, social sciences, biological sciences, physical sciences and engineering.
Harvard and Stanford appeared among the leaders in four of these divisions; Columbia, Illinois, Yale, Princeton, Michigan and California Institute of Technology in three; Massachusetts Institute of Technology, Chicago and Wisconsin in two.
The survey covered 29 fields of study. Ohio State University placed ninth of the 10 highest-ranking schools in German and seventh of the 10 in entomology. The University of Cincinnati was ninth among the 10 in the field of classics.
THE UNIVERSITY of California at Berkeley has 27,000 students. Recently it has figured in political controversy. A state senate committee on un-American activities charged widespread Communist and homosexual activity on the Berkeley campus. The committee accused Clark Kerr, the university president, of allowing Communist-oriented students and nonstudents to use campus facilities and become the nationwide "focal point" of the movement against the Viet Nam
war.
Kerr called the report "inaccurate" and "distorted" and repeated a challenge to the committee to produce evidence that Communists are connected with the cam-
pus. "The university by its nature is dedicated to freedom in a free society," he said. "It can become, consequently, an arena for dissent."
The Council on Education report, which has been in preparation two years, is based on a poll of more than 4,000 university department chairmen, professors and other scholars. Questions were asked about 106 universities.
